The Colorado Medicaid program covered more than 1.3 million benefciaries as of February 2024, including traditional Medicaid, expansion, and Children’s Health Insurance Program (CHIP) members. The bulk of Colorado’s Medicaid members are covered through the state’s Accountable Care Collaborative (ACC) program, an enhanced Primary Care Case Management (PCCM) system, which began in May 2011. Under the program, benefciaries are attributed to one of six Regional Accountable Entities (RAEs) in the state’s seven regions, which are responsible for integrating physical and behavioral health, coordinating member care, and monitoring data to ensure members are receiving quality care. Colorado is currently reprocuring Phase III of the ACC program, which is designed to reduce health disparities and improve access for members by streamlining
and standardizing existing systems. Total expenditures on Medicaid in Colorado were over $12.8 billion in fiscal 2023.
