Anthem BlueCross BlueShield has written checks between $200,000 and $1 million to Colorado health-care providers.

The checks are to providers who have opted into its value-based insurance program: a program that reimburses doctors based on the quality of care they provide, rather than just paying them back for every service they give, known as a fee-based system.

Value-based insurance is said to reduce the cost of health care, because it no longer incentivizes doctors to run tests for the sake of running tests. It instead provides incentives to be more proactive in care, focuses on preventative health measures and encourages patients to see their primary-care physician rather than going to the emergency room.
